I was thinking about this for a while then came to realize that I rarely if ever rappel upside down. It makes anything inside a window opposite, and it generally makes things harder to identify. You also expose more of yourself if you're looking through a hallway from a window.
I might say some sort of "unexpected" parts in it, but again, you seem to be at a bigger disadvantage when doing it. The only time I think I do it is if I'm Fuze, or If i'm high up enough and I know an enemy is going to come from below on a door or window.
The only public application might be something like looking down stairs, or perhaps seeing the occasional feet of an enemy.
